Full MCO: What you need to know

The MCO’s SOP has been updated! In today’s joint press conference by Senior Minister Datuk Seri Ismail Sabri Yaakob and Director General of Health Tan Sri Dr Noor Hisham, they have announced the Standard Operating Procedures (SOPs) for the upcoming MCO which will begin on June 1 until 14.

If you are already registered for the AstraZeneca vaccination, you’ve got to know what to prepare ahead.

Economic Sectors

All economic and social activities are prohibited, except for 17 sectors.

The economic sectors that are allowed to operate includes:
1. Food and beverages, including for animals
2. Health and medical care, including clinics and pharmacies as well as animal care and veterinary services
3. Water utilities
4. Electricity
5. Security and safety (defence, emergency, welfare and humanitarian assistance)
6. Solid waste management, sewerage and public cleaning
7. Transportation services (land, water or air)
8. Services and operations of ports, shipyards and airports – including cargo handling and storage for commodities
9. Communications (media, telecommunications and internet as well as post and courier services)
10. Banking, insurance and capital markets
11. Community credit
12. E-commerce and information technology
13. Fuel and lubricant production – storage supply and distribution
14. Critical construction works, such as maintenance and repair
15. Hotels and accommodations – only for quarantine purposes
16. Forestry services
17. Logistic services

For the sectors that are allowed to operate, the workforce will be limited to 60% of their respective total number of workers.

All shops in shopping malls will close except for supermarkets, hypermarkets, eateries and those selling necessities. Eateries are only allowed to open for takeaways and deliveries.

As a general guideline, all businesses are only allowed to operate from 8.00am until 8.00pm only during the MCO, except for the following:

  • Daily wet & dry market: 6.00am – 2.00pm
  • Wholesale market: 12.00am – 6.00am; 11.00am – 4.00pm
  • Petrol station 6.00am – 8.00pm (except for petrol station along the highway is allowed to operate for 24 hours.)
Control of Movement and Transportation
  • Only two (2) representatives from each household are allowed to go out to get food supplies, medical needs, supplements and daily necessities. A maximum of three (3) persons including patient is allowed to go out to obtain healthcare services, medicines, swab test or emergencies in a radius of not more than 10 kilometres from the house. There is only an exception if the nearest healthcare provider is not within the 10 kilometre radius.
  • The number of passengers in taxis and e-hailing vehicles is limited only to two (2) people including the driver, which the passenger is required to sit at the back seat.
  • Public transportation by land and sea is allowed to operate at 50% capacity only. The operational hours and frequency will be decided by the Transport Ministry.
Exercise & workout

Jogging and non-contact sports activities that can be done alone in an open space will be allowed during this MCO, as long as two to three metres of physical distance is adhered to.

Education

Kindergartens and nurseries are not allowed to operate except for those catering to the children of frontliners and parents who are both working.

Religion

All prayers in mosque, surau and non-Muslims houses of worship is only limited to a maximum of 12 committee members only. Other activities are not permitted.

Permissions and Permits

All work permission letters issued by the International Trade and Industry Ministry are only valid up until May 31 (Monday). New letters of permission and permits during the MCO have to be re-issued by the relevant ministries.

Malaysia is back to a full Movement Control Order again from 1st June

After breaking the record numbers of more than 8,000 new Covid-19 cases, the Prime Minister’s office announced a total Movement Control Order (MCO) for two weeks which will begin from 1st June until 14th June 2021.

During this period of two weeks, all sectors are not allowed to operate except for essential economic and service sectors that are permitted by the National Security Council.

It is very much similar to the first MCO that we have experienced last year.

According to the statement, if Phase 1 of total lockdown can reduce the number of daily COVID-19 cases, the government will implement Phase 2 lockdown which will allow the reopening of selected business sectors that do not involve large gatherings while maintaining social distancing. Phase 2 lockdown with reduced restrictions will be implemented for 4 weeks after the end of Phase 1.

After Phase 2, the country will enter Phase 3 which is similar to the current MCO that’s being implemented at the moment where social activities are not allowed but almost all economic sectors are allowed to operate with strict adherence to the SOP with reduced number of staff at the premises.

The decision to move between phases is subject to the assessment by the Ministry of Health which will be based on the daily cases and the capacity of the healthcare system around the country to treat COVID-19 cases.

The government says it will ensure that the healthcare system of the country does not collapse and various support and assistance will be channeled to the Ministry of Health to increase the capacity of hospitals nationwide. The government will also increase the number of vaccinations in the coming weeks in order to achieve herd immunity.

The government through the Ministry of Finance will also introduce various assistance packages for the affected individuals and economic sectors that are affected by the lockdown. The full details will be revealed soon.

How to Prepare For AstraZeneca Vaccination

As almost all Malaysians are aware, the first-come-first-serve basis AstraZeneca vaccinations has been rolled out. Even many of our social media feeds have been flooded with the #CucukMYAZ hashtag with family and friends posting about their vaccination experience.

Are you getting your AstraZeneca vaccination soon? You might want to know what to prepare ahead of your scheduled vaccination.

On That Day

Remember to bring along your IC/MyKad with your mobile phone with MySejahtera apps which is registered under your name. If possible, bring along your own pen, to avoid sharing of pens which will also minimize any possible contact. Don’t take things for granted although you’re going to be vaccinated.

Try to wear short-sleeve clothes, or easy-to-roll sleeves. Just in case if you haven’t know, the vaccination will be done on your upper arm.

You don’t have to specifically go on a specific diet for the vaccination, but do take a balanced meal before your appointment.

If you are traveling inter-district or inter-state, and if you may encounter any police roadblocks, your MySejahtera apps that shows your appointment will be sufficient to be permitted to pass through.

At the Pusat Pemberian Vaksin (PPV)

Once arrive at the PPV, the first thing you have to do is to check-in at the location via MySejahtera app, as what you have to do in every other location. Remember to get your temperature scanned too.

At the registration counter, you’ll be required to show your IC to the person in charge and scan the QR code to confirm your attendance at the centre.

Then, you will have to head over to another counter where a doctor will explain all the details that you have to know about the AstraZeneca vaccine. And then you will be required to fill up and sign a consent form.

Once done, you’ll be directed to the vaccination counter where the officer over there will check your identity and consent form. Then he or she will administer your jab. After the jab, you’ll have to scan the QR code again to confirm that you have received the vaccination.

Then you’ll have to wait at the observation area for about 15 minutes to make sure that you do not encounter any serious side effects. Once you’re ready to go, the officer will explain to you how you should monitor yourself for the upcoming days.

Post Vaccination

You’re encouraged to notify your close family and colleagues that you have received the jab, and if possible, apply for a day off from work so you can better monitor for any possible side effects of the vaccination.

The side affects of the vaccination can be different in the body of every person. Some may experience soreness on the body, fevers, lethargy, breathing difficulties, loss of appetites, headaches, cold sweats, small spots on the skin or chill. Some may feel nothing at all. Bear in mind that it is normal to feel any side effects. But if the effects prolong, do seek medical attention from the professionals.

Do take a good rest after the vaccination and take healthy meals to boost your immune system as well!
